ABOUT WIDS

 

The Water Information and Data Subcommittee (WIDS)
provides a forum for WSWC members to learn, share,
and exchange ideas specific to water information
and data management.

WIDS is one of WSWC’s subcommittees, composed of our member agencies’ IT and program staff, who specialize in water data topics and hands-on water data management.

  • The primary purpose of WIDS is to advise the WSWC Executive Committee and oversee and direct present and future WSWC data-related efforts, including the Water Data Exchange (WaDE). WIDS serves as a forum for addressing basic water data issues, data-sharing, data best management practices, quality control, publication, etc.
  • WIDS will also help develop feedback on federal data-related initiatives such as NIDIS’ Drought Early Warning Systems, USGS’ National Streamflow Information Program (NSIP), USGS Water Use and Availability Science Program (WAUSP), the Open Water Data Initiative (OWDI), EPA’s Water Quality Exchange, the USGS National Groundwater Monitoring Network, and other data-sharing efforts.
  • Other tasks include the consideration, development, and hosting of WSWC Water Information Management Systems (WIMS) Workshop or Symposium, to bring together states working on implementing WaDE and other water data-related efforts. The WIDS will also direct and guide funding procurement efforts and provide guidance and direction for data-sharing amongst WSWC members.

WIDS members are gathered from member states and federal agencies who have expressed an interest in working on data topics. The group meets via conference call and webinar three to four times a year, and also may meet at WSWC council meetings on an ad-hoc basis.

WIDS goals include:

  • Serve as a forum for members to organize and discuss basic water data issues, data-sharing, best management practices, quality control, publication, etc.

  • Provide feedback on federal data-related initiatives. Examples include NIDIS’ Drought Early Warning Systems, USGS’ National Streamflow Information Program (NSIP), and the Open Water Data Initiative (OWDI).

  • Develop and host WSWC Water Information Management Systems (WIMS) Workshops or Symposium, bringing together staff from our member agencies to collaborate and share information on water data trends and innovations.

  • Assist with guidance and review of the WaDE program, especially regarding priorities and seeking program resources.

  • Work with federal agencies and others to encourage sharing of important datasets in machine-readable, interoperable, and standardized formats.

  • Assess and work to address water data gaps and challenges with our members, bringing a regional perspective to the table.

Meeting Summary: The WIDS group discussed the cloud survey results and report. An update on WaDE-Phase II was given. Upcoming conferences and meetings were reviewed. The group agreed to have quarterly calls, and possibly host a series of “mini-WIMS” over the fall-winter season to cut down on the WIMS “firehose.”

Action Items:

  1. Sara will send powerpoint, meeting materials, and any conference information
  2. When government shutdown ends, and preliminary WIMS plans resume, Sara will get in touch with location/date, draft agenda, etc.
  3. Offline discussion of private capture, intellectual property rights and pricing for cloud vendors, including ESRI – WSWC/CDWR/NASA?

Meeting Summary: The WIDS group discussed the cloud survey results and report. The recent WIMS workshop was reviewed. A WaDE status update was given, and proposed changes to the WaDE schema and architecture were reviewed. It was agreed to conduct another WIMS workshop in 2019, but not more frequently than annually.

Action Items:

  1. Review cloud vendor costs with the states that responded that they use the cloud. Add any figures to the cloud report. – Sara

    ** The file above is a Data Exchange Template file that describes each WaDE data element for its XML placement. The numbering of each row of targeted data does not imply a priority. Summary/aggregated data is gathered first (the top half of data elements), then site-specific/detailed data (e.g. water rights, diversions, etc.).
